is easy, cut the front part of the kameez with he basic kameez patterns but with a V shape neckline (not so opened) and the pink application is only 2 strips of fabric about 2.5" wide, only cut it in the desired length and attach it to the neckline, then sew the shoulders (front and back) and add the collar, maybe these videos would be useful:

yes, you can work with those measurements without collar, just make the neckline shape first and then cut and attach the application.
and you can do this pattern with any kind of sleeve you want
