You say your son got a letter for gifted test. Does that mean the letter says when the test is or has he already been selected?
Anyway, here is the system.
Some kids, say first graders, here in GA this whole gifted thing starts in first grade, are on-grade level, some below level and some above grade level. Ok now gifted has nothing to do with the grades. Gifted teachers and curriculum is different. They say some kids are at a higher level of thinking and performing and think so called 'outside the box' kind. So, by administering some tests they assess whether a child falls into that category. On days when they have gifted classes these kids don't attend their regular class so when they come back next day they need to finish their homework too. Since they are attending gifted classes so there is no HW excuse. So, gifted child should also be able to cope up with the regular class even though he misses that day. Gifted classes are conducted in the school itself but in separate classrooms. Now, in our state if kid is not selected in 1st grade, he is tested again in 3rd and 5th grade. Once a child gets selected in 1st grade he is no more tested in 3rd and 5th.
Ok just in case your child does not get selected dont panic. The syllabus they teach is different from the usual one and they have lot of projects.
It is kind of like high performing kids. Sometimes when I see some kids and their creativity I wonder why that child is not in gifted program. But you see the whole selection process is very different and so it is good if he is selected otherwise also he is fine to be in grade level and can perform above grade level here too. If you are wondering whether we can train them then the answer is no. It depends on the child's natural cognitive skills and ability. But definitely we can improve and kid is given another chance in higher grades.
