you could use black acrylic paint as the outliner. Permanent marker also helps (i've tried it)

I use permanent marker but if using waterbased(acrylic fabric) colours to fill picture , then outliner is getting blurred or dull .I need to know .. with what to outline when using acrylic paints AND oil paints (oilpaints are solvent based )in the same picture.AS oil paints are good for shading.
