It is actually the count of number of circles in 4 digits. 1,2,3,4,5,7 does not have any circle/round. 0, 6 and 9 has 1 circle in it. 8 has 2 circles. so, if you apply this logic above you can understand the puzzle P.S: Apologies. The value for 6609 should be 4 :-(
