Default difference between H1 and L1 visa

Hello friends,

I am Veena, presently on H4 living in Denver,Colorado. Can anybody tell me the difference between H1 and L1 visas? I have this doubt for a long time but did not get a proper clarification? I have been told that L2 visaholders can work by obtaining work permit, but not the H4 people. What could be the basis for such discrimination?
