How to come frm india to USA

Hi i have friend that wants to come to USA she have completed B.sc computer science with 62% of marks and after a short period of time,she went to chennai and she successfully finished American certificate that is CCNA - Cisco Certified Network Associate with 93% of marks

how what else she needs to do to come here?

She needs a job or a student position.

She also needs a minimum of 4 Years of Education and just an BSc will not do,or else,she needs to have the miminum experience too ,to meet the Work permit Criteria for H1-B.
