All degrees obtained outside of U.S have to be verified by the NACES, that is the National Association of Credential Evaluation Services. Whether your Bachelor's degree from India is recognised here as a US Bachelors equivalent or not is done by this agency.
When you apply to any university here, they will ask you to first get your credentials evaluated by any member of the NACES. NACES has many members listed in its site (like ECE, whose sample report shows a degree from Kanpur Univ, India , being evaluated) and you can go to to the site of any member and check what they need to verify your credentials. They will need your marksheets from high school till the last degree, your resume (may be) and also may ask for your work exp related docs. Some do ask that but all of them ask for the degree certificates/marks. They prepare a report that specifies whether you are eligible to undertake a Masters degree in the US based on that. You need to send that report to the university you are applying to.
I have approached some universities and all of them have asked me to get my credentials evaluated first and foremost. Most univs also ask for a TOEFL score (TOEFL iBT), although some may waive that if you can prove that you are proficient in English.That depends on the univs discretion. Many indian students have done it.
To anyone who wants to know whether your Indian Bachelors degree is sufficient or not, please approach NACES. Thats the first step and the univ itself will ask you to get it done anyways.
