Lightbulb can a H4 visa person hold a patent in USA and publish books?

Hi all I am new to this forum , very recently I have comeup with some new designs in Quilts. I am still working on them and am pretty sure that the patterns are quite unique and quite interesting.
Where should I bring out my blocks and find out the possibility of advertising them and secondly can I hold a patent and publish books ?... As I said I am holding H4 visa and should it matter?

please through some light in this matter.

I suggest you to file International patents in India and submit a copy to US patents department..
