Question Which is cheapest?

My son will be here on a three weeks holiday.He desires to buy a SIM card for his mobile here in India for making calls to USA. Which telecommunication network provider offers cheap but good service?
Googling has not helped.Though my personal choice is BSNL, I am told private companies offer cheaper rates.
Advice based on experience is most welcome.

Your choice is good and that is what I used when I was in India. BSNL is reliable and the coverage is very good. My BSNL plan include 3 years incoming free for a minimum balance and if I am right the local outgoing is 39p and long distance is 69p.
