hi friends..my name is leena, I am presently in kuwait, and have plans to relocate to london. www.ukvisas.gov.uk is the best site of home office. It guides you from very basic stuff of checking your eligibility, do a self assessment of yourself and then drill down to your profession. Hope this helps.

www.nhscareers.nhs.uk This is the government health site of UK, check with them how you could find employment in UK.

I am sure you do not have to restrict your search with these, however these are 2 most relevant sites that will give you most of what you are looking for.

You need not have an offer letter to apply for HSMP/Tier 1.

As long as you qualify and score the minimum points , you can apply for the visa.Most of the applicants who do not reside in UK need to provide slightly higher balance in the bank statements as proof of maintenance funds to cater for sustenance.

Once you procure the visa you can fly down to UK and hunt for a job.There are no legalities which deny a Tier 1 holder entry to the country at the immigration, if he or she does not have a job.At the immigration ,your visa status is a valid one to enter the country and look out for work unlike H1 where your company sponsors your visa.You are the sponsor of your visa when it comes to Tier1.
