HI Anudhivi,
Now a days we have event managers to arrange everything for a b'day party. First of all you decide you want to make it big or small private affair.
Lets be small, then arrange the following:
A big cake (2 KG is enough, as surrounding kids and their parents may come for the party)
candles, knife, one good table cloth, one big table to keep it, one flower vase, one camera to capture pics,
Somany Shining ribbons, baloons of different colors and patterns to decorate tht room.
Arrange some snacks ,juices ,sweets, chocolets, soft drinks for the people.
If possible buy small gifts for the kids who comes to your party.
Buy a b'day cap for your toddler and some caps for the kids who joins the party.
Have a dustbin around there to keep wastage.

I guess these inputs are enough
