Bay area tailor for alteration of suit

Hello ladies

I am looking for an experienced tailor in bay area. I have a very expensive anarkali suit (floor length) which is loose near the bust area. I did not have the time to get it altered when I was in India earlier this year. I received it on the last day so I could not get it altered.
There is padding in the bust area, so it is a complex task to tighten it due to the padding. Also the suit is made from lace material which adds to the challenge of alteration. that is the reason I am looking for an experienced tailor.

Please suggest if you know someone who can alter this dress without causing any damage to the lace.
