AK, got it with some detours. I initially didn't look for Indian person and landed up on a person with Indian connection. One British Raj personality has a rose named after him/her. A peek at colored clue, plus some search helped me. Not familiar with this person and his/her saga that much; if not would have got it faster, without search.

I tried #4551 for about 30 minutes but didn't reach any answer. One answer I derived doesn't match with other images. So many cities in the image clues. Any verbal clues?
Looks like the clues took you on quite the ride! The images form 3 distinct clusters of clues. Top and bottom images on the left make one cluster (direct clues), bottom right is standalone (strong hint), and top right landmarks are one cluster (use for corroboration).
