How to Make Khoya. This is prepared by boiling full fat milk in a broad non-stick pan and reducing it to a semi-solid stage. 1 litre will give nearly 3/4 cup of khoya. This is ideal for burfis, cakes etc. For khoya to be used for gulab jamun, low fat milk will also give good results. Mock Khoa: Fry on a low fire 1 cup of whole milk powder in 1 tbsp ghee till it comes to a khoya consistency.
